You’ll hear things like “X thousand organizations have deployed Copilot” or “Y million Copilot requests served in preview.” These sound great – and they’re not necessarily false – but they require context.

For one, as of mid-2025, direct revenue from Copilot is still emerging. Many customers are either in trial phases, using limited free versions (like the new Copilot Chat free tier), or just beginning paid licenses. Microsoft’s AI services are not yet a huge line item like Office or Azure. So, to show momentum to investors and the public, Microsoft often emphasizes usage and adoption metrics instead. However, they sometimes count things generously. For example, if a tenant enabled the free Copilot Chat for a group of users, Microsoft might count that as “Copilot deployed in that organization,” even if it’s just a pilot with minimal use. Or they might aggregate all Copilot flavors – GitHub Copilot, Bing Chat Enterprise, M365 Copilot – to say “millions using Copilot,” even though the experiences and commitment level vary.

There have been anecdotes (and some leaked info) suggesting that actual active usage per licensed user is modest in many cases – e.g. a user with a Copilot license might only use it a few times a week after the novelty wears off. Internally, Microsoft sales teams are incentivized to drive up these numbers, possibly by pushing trial tenants or bundling Copilot in enterprise agreements temporarily to inflate “adoption.”

Meanwhile, partners and community surveys might tell a different story: we hear some clients say “we bought 100 licenses and only 10 people really use it daily,” or “we enabled the preview but only two use cases emerged initially.” This disparity between metrics and reality is classic in tech. For Copilot, an example of a metric-vs-reality gap is the concept of Copilot messages. Another interesting signal: Microsoft’s own adjustments – the fact they introduced a free Copilot Chat and pay-as-you-go suggests the $30 full Copilot wasn’t taking off as fast as hoped. If every enterprise was clamoring to pay $30/user, we might not see a consumption model so soon. Thus, the reality might be that adoption is slower, and Microsoft is trying tactics to boost it (freemium approach, etc.). All of these factors paint a more nuanced picture than any single stat in a keynote

Why it matters

Understanding the difference between marketing metrics and reality is important for customers and partners to make informed decisions. If you only listened to Microsoft, you might feel “Everyone is jumping on Copilot, we’re lagging behind!” – leading you to rush into deployment due to FOMO (fear of missing out). But if in reality many peers are still cautious or only piloting, you have the space to proceed methodically.

Conversely, if Microsoft claims huge productivity gains from Copilot, an organization might set unrealistic expectations internally (“Microsoft says Copilot will save 10 hours a week for every employee!”). When those expectations aren’t met (because the metric was overgeneralized), it can create disappointment or the impression that the tech “failed.” For partners, a clear-eyed view helps position your advice: you want to encourage clients to consider Copilot where it fits, but also ground them in reality (e.g. “Yes, Microsoft said 90% of preview customers found it useful, but let’s talk about what you need it for specifically.”).

Another reason this matters is investment and strategy. If the reality is that Copilot adoption is modest and gradual, Microsoft might adjust pricing or product strategy (like they did with the free Copilot Chat). In essence, sorting hype from reality leads to better planning and adoption practices: you neither dismiss the technology due to skepticism nor embrace it blindly due to hype. From an industry perspective, it matters because if the real adoption is slow, it gives the whole ecosystem (consultants, developers, users) time to catch up in skills and governance – which is a good thing. If it were as overnight-successful as some metrics imply, many organizations would be overwhelmed.

Finally, transparency about adoption fosters trust: if Microsoft were more candid (which they typically aren’t publicly), customers would trust the journey more. My perspective

I’ve always been a fan of the phrase “Lies, damned lies, and statistics.” I won’t accuse Microsoft of lying – but they are certainly massaging the message when it comes to Copilot success. My take is that Copilot’s true adoption is in early days – lots of interest, plenty of trials, but relatively few large-scale, everyday deployments making a huge impact yet. And that’s okay! We’re essentially beta-testing AI in knowledge work at a broad scale.

Microsoft has a knack for painting the rosiest possible picture: remember how they’d announce “100 million Windows 10 devices” which included every PC that auto-updated? It’s similar now: “thousands of Copilot tenants” might include a one-person pilot in a company of 10,000 – technically true, hugely different in impact.

In my own consulting, I ask clients directly: how many people are actually using it, how often, and what for? The answers are usually modest: a handful of enthusiasts, some curious dabblers, and many waiting on the sidelines to see proven value or improvements. One contrarian viewpoint I hold is that Microsoft’s over-reliance on these metrics hints that actual revenue or stickiness isn’t there yet. If Copilot were an overwhelming hit in tangible terms, they’d talk dollars and renewals, not just usage counts. So I view their stats as a bit of a “fake it till you make it” strategy – create the impression of ubiquity to encourage the laggards to join in.

Will it work? Possibly, but customers are more skeptical now. My advice: don’t be swayed purely by Microsoft’s victory laps. Focus on your own use cases and measure success on your terms (e.g. “Did Copilot help reduce support tickets by 15%?” – that’s a meaningful metric for you, even if Microsoft says “1 billion lines of code generated by Copilot” generically).
